Protecting the environment has become a major global issue, and people disagree about who should take the main responsibility. Some believe governments must create strict laws, while others argue that individuals should change their daily behaviour. In my opinion, both sides are necessary, but government regulation is more effective as a starting point.

On the one hand, government rules can reduce pollution quickly because companies and citizens must follow them. For example, if factories are fined for dumping waste into rivers, they are more likely to invest in cleaner systems. Likewise, bans on single-use plastics or limits on vehicle emissions can change behaviour across a whole city, not only among people who already care about the environment. Without clear laws, many businesses may prioritise profit and ignore long-term environmental damage. Therefore, strict regulations create a baseline that voluntary action alone cannot guarantee.

On the other hand, individuals also play an important role because everyday choices add up. People can reduce energy use at home, choose public transport, recycle carefully, and avoid unnecessary consumption. If millions of individuals make small changes, the total impact can be significant. Moreover, public pressure from citizens can push governments to introduce better policies in the first place. However, individual action has limits: not everyone has the same time, money, or access to green options, so relying only on personal responsibility may be unfair and slow.

In conclusion, while individuals should act responsibly in their daily lives, I believe governments must lead through strict rules and enforcement. Laws can shape industry behaviour at scale, and individual efforts work best when supported by clear regulations and public infrastructure.

Then develop energy use and transport only. Move “public pressure” to a short sentence in the opinion paragraph if needed.

Fix card 3: Task Response polish: make the “starting point” claim earn its place

The introduction says government regulation is “more effective as a starting point,” but the essay only partly explains why it must come first.

Add one explanatory sentence in the opinion/conclusion zone:

Regulation comes first because it changes incentives for large polluters; individual habits then reinforce those gains rather than trying to replace them.

That single clarification can stabilise Task Response at a solid 7 and support an overall move toward 7 if CC and LR also rise.

Mini Band 7 rewrite of body 2 (model direction)

Individual action remains essential in areas that laws cannot supervise continuously, such as household energy use and daily travel choices. When families cut unnecessary electricity consumption or shift short trips to public transport, aggregate demand falls, especially in dense cities. These choices work best, however, when affordable green options already exist; otherwise “personal responsibility” becomes a slogan that ignores unequal access. In short, citizens amplify environmental progress, but they rarely create the system-wide baseline on their own.
